Refrees can b ur teachers, parents, as long as dere are able to stand up for you when the need arises.
-ur testimonial may be needed so it's better u fill in d skul u passed out last nd wrote ur waec.some countries would want to knw ur performance nd behaviour in skul dats y academic refree is involved.
-i wuld advice not to fill in any university

It is written somewhere on the page that you will be able to download the application form when the scholarship is advertised. Since the scholarship application is yet to be advertised, there is no need to worry.

Am not sure you understood that statement correctly. They said fill online OR download and we have already filled and submitted online. The problem is how to get the copies which we'd submit at the exam venue.

And about advertising the program-I heard that the site is never open unless its time for application. Am not sure about anything as I've never applied before.
We'd need people with experience to enlighten us.
