Hi,
I am also a web developer and from the developer's post up there, he doesn't look like a scammer.
He probably has a lot of jobs on him and still decided to take on your job cause he considered it a very small task but unfortunately, he has been caught up with lot of things to deal with.
Just my own view of things though.
I would say you give him more time and to the developer, he is a client even if you had agreed 1k, it was your choice regardless of whatever resources you used so he need to briefed and try not to ignore his calls next time, give him your available hours.
