God makes choice in areas like who is to be the leader of some group of people;

in area like who is to be the rich, richer, richest among the people;

in area like who is to be the tall, taller, tallest;...

People sometimes try to bring predestination stuff to this matter but I don't think it's applicable to our eternal abode.
This world was our First Eternal Home, but the man Blew the "Eternity" and the Home!

Thus, by the blowing thereof, 2 Different New Homes to the man shall be The Destination of the residents of this present House.

Therefore, good reason suggest that you can not cross a river or bridge until you get to it!

A certain bridge was described to some travellers: it is just one tiny pole lay across the river that is said to be a bridge...

Traveller A: let me get there 1st...

Traveller B: my heart is made up, I must get to my destination....

Traveller C: I will not come and go and kill myself...

Preparation for any thing we want to undertake plays good roles

Yes, but this is where another wisdom counters "Do not count your eggs before they are laid or hatched" grin

All you can reasonably do is prepare for the laying and the hatching!

I'll be merciful to whom I'll be merciful...

Let's look at Moses and Aaron his brother.
Moses was the younger brother yet God said Moses will be the one He will use to deliver Israel from Egypt.

Moses protested...he said God should rather use his elder brother who is eloquent, God said no:

*. Exodus 4:14 "KJV:And the anger of the Lord was kindled against Moses, and he said, IS NOT AARON the Levite THY BROTHER? I KNOW THAT HE CAN SPEAK WELL. And also, behold, he cometh forth to meet thee: and when he seeth thee, he will be glad in his heart."

Moses pointed at his (Moses') speech difficulty, God said no. And I don't think that God even removed the stammery speech from him.

*. Exodus 4:10 "KJV:And Moses said unto the Lord, O my Lord, I AM NOT ELOQUENT, neither heretofore, nor since thou hast spoken unto thy servant: but I am slow of speech, and of a slow tongue"

11. KJV:And the Lord said unto him, Who hath made man's mouth? or WHO MAKETH THE DUMB, or DEAF, or THE SEEING, or THE BLIND? HAVE NOT I THE LORD?
I'll be merciful to whom I'll be merciful played out in this case...

because the eloquent Aaron was not appointed to lead the people while the stammery Moses was chosen to be the leader.
