There is a popular saying in law, that it is better for 9 proven criminals to be let go than for 1 innocent man to be wrongly convicted of a crime.

If there is one single unjustly incarcerated person in that prison then it is worth letting go every other single inmate in there including the rapists and ritualists you have mentioned.
