Waters are too cold at this time of year to be swimming. If suicide.... by drowning... he is likely to jump off a bridge. Foul play should be suspected... not ruled out. May the truth come out so his parents and family can have closure.

Perhaps there’s CCTV of him alone in the vicinity or perhaps there were only one set of footprints...
Who knows? But, as the statement said, the Met police is continuing with its investigations of the matter.
