There is no land that does not have criminals. However, there is a difference between a criminal and a terrorist. A criminal does not usually come with the intention to kill and destroy, he comes for money, and if he gets it easily, will leave everyone in peace

But a terrorist is more after killing and destroying than he is interested in any money and that makes him far more dangerous than anything

Wondering why ESN was set up ONLY to tackle only herdsmen while neglecting Kidnapping, armed robbers, Ritualist,baby factory that have been ravaging the region
