for someone who did not make the list or who didn't even apply at all from the beginning but promised a slot by a top man in customs. not to worry

Should such person have any iota of hope?and if such person is going to be considered will there be any form of screening carried out,will they just join the rest people to the training?and when is such person likely to be contacted

You should have mountains of hope brother... I wish us the very best! Some will even join during the training! The most important thing is ur certificate...not ur application as ur application number is only relevant during the "Recruitment process" which will help them differentiate candidates with exact names, and not employment! If ur among the lucky ones, u'll be given a new file/employment number... Application number is for everybody that applied, while employment number will only be given to those with APL, because they now belong to d Service... Best of luck brother.

Very possible. I've seen someone who didn't apply for correctional service that pass out two weeks ago. They just called him to come Abuja for APL and go back to his state for training. Good luck to you
