Yes. However, he is limited with the permission given to him. A case was when God flaunted Job's uprightness and he accused Job of being favoured by God sort of. He sought for permission to ' touch him' which was granted with a caveat of Job's life. Anyway, he lost the battle

HE is, God allowed everyone do what they wish but there are times he took over things himself irrespective how men want it to be.
