Putin does not speak English fluently although he does understand a great deal. He also speaks English with a strong Russian accent. But he realizes that speaking English poorly in a sensitive and public situation can make him look weak and unintelligent. This he cannot abide.

FYI, England colonized a lot of countries all over the world which explains why most countries speak English as their official language but Russia was never colonized by them.....So no Russian is obligated to understand English.

Don't fool yourself sir. That only happens in some part (not all) of the 3rd world countries

English is a language, not intelligence.

Meaning while, most African mentality; if you can't speak English fluent they recognized you as ignorant, unintelligent, non smart.

To me English is a language which is normal, as far you can pass your message to your audience and besides, they will understand you.

That's all, no need of blowing grammar like Obama.

Just keep it simple, that's is the rule.

It is an act of patriotism to put your nation (or the country you represent) out conspicuously when opportunities presents themselves.
This is how you preserve and advertise your culture, tradition, language and ethnic identity.

There are some Africans suffering from colonial mentality that assume it is a thing of pride that they or their children cannot speak their mother tongue almost fluently. This is how some culture dominates others till they die off.
And others that are "ethnocentric" preserve their cultural identity and even introduce others to it.

For example, if the Chinese weren't unapologetically ethnocentric in certain aspects, some of us wouldn't see any need to learn Mandarin Chinese.

Dear African, put your cultural identity at the forefront before others

English is just another language in Europe just like Russian, French, German, Italian etc. Why should he leave his own language and be speaking those of a neighbouring country? Do Hausas communicate in Igbo?
