Nigeria President Muhammadu Buhari has appointed Rtd Major General A.M. Dikko as the pioneer coordinator of the National Centre for the Control of Small Arms and Light Weapons (NCCSALW).

The presidency in a statement said Buhari approved the establishment of NCCSALW on Monday.

The agency will be domiciled in the Office of the National Security Adviser.

The NCCSALW replaces the defunct Presidential Committee on Small Arms and Light Weapons and will serve as the institutional mechanism for policy guidance, research and monitoring of all aspects of small arms and light weapons (SALW) in Nigeria.

This decision, the Presidency said, is part of the ongoing restructuring of Nigeria’s security architecture to address emerging threats and strengthen the regional mechanism for the control, prevention and regulation of SALW.

“The impact of the proliferation of SALW across national borders in Africa and the Sahel region has resulted in terrorism, human trafficking, organized crime, and insurrections in West Africa and Nigeria,” the Presidency said.

“Therefore, as one of the measures in tackling this threat, the new Centre will be fulfilling the requirements of the ECOWAS Moratorium on Import, Export, and Manufacture of Light Weapons as well as the UN Plan of Action to prevent, combat, and eradicate the illicit trade in SALW.

“The NCCSALW will serve as the National Focal Point on SALW in Nigeria and lead a multi-stakeholder process involving Government Ministries, Departments, Agencies and the Civil Society in implementing all national, UN and ECOWAS Plans of Action on the control of SALW.

“The Centre will maintain international cooperation and also operate zonal offices in the Six Geopolitical Zones to ensure quick response and effective mobilization of resources.”

The Presidency said Dikko has served in various capacities in and outside Nigeria. He was a Course Director at the Kofi Annan International Peacekeeping Centre and Chief Instructor of the Nigerian Army Peacekeeping Centre.

He was also a Military Adviser, United Nation Office for West Africa, Director Peacekeeping Operations Defence Headquarters, Commander Operations LAST HOLD as well as Commander, Operation LAFIYA DOLE, to mention a few.

The pioneer Coordinator has vast experience working with the ECOWAS and the UN system and is expected to operationalize the objectives of the NCCSALW.

Former Military Governor of Kaduna State, Col. Abubakar Dangiwa Umar, has written a strongly-worded open letter to President Muhammadu Buhari, alleging his skewed appointments will bring ruin and destruction to Nigeria.

In the letter titled: ‘Mr President; Please belong to all of us’ Umar stated Nigeria has become dangerously polarised and risk sliding into crisis on account of Buhari’s lopsided appointments.

It appears that the President might have been breaking the laws of the land with impunity and getting away with it.The major fallout of this is exactly what the constitution had sought to prevent: unprecedented divisions and antagonisms between the North and South and between Christians who feel marginalised and mainly Northern Muslims who have been unjustly favoured.[/i]

All those who wish you and the country well must mince no words in warning you that Nigeria has become dangerously polarized and risk sliding into crisis on account of your administration’s lopsided appointments which continues to give undue preference to some sections of the country over others.

Mr President, I regret that there are no kind or gentle words to tell you that your skewed appointments into the offices of the federal government, favoring some and frustrating others, shall bring ruin and destruction to Nigeria.

That was the warning signal umar too spoke to last Sunday. Lest we forget, at the moment, the three arms of government, (executive, legislature & judiciary) are headed by citizens of northern extraction who are also Muslims in this same multicultural setting.

The Section 14(4) of the 1999 Constitution states: “The composition of the government of a state, a local government council, or any of the agencies of such government or council or such agencies shall be carried out in such manner as to recognise the diversity of the people within its area of authority and the need to promote a sense of belonging and loyalty among the peoples of the federation.”

It was at this time five years ago that buhari said "belong to everybody; I belong to nobody.’’ Nigerians already know better and could see through his parochial and clannish sentimentality. His is a presidency that has for five years belonged more to northerners than to all Nigerians the electorate.
