Petition is the way to go, the moment a petition is raised to reduce the annual pay of all legislators by 50%, legislators will no longer vote themselves a pay raise and anytime there is a deficit of more than 3% of GDP, all all sitting legislators are ineligible for re-election. I believe all hands will be on deck to see the nation moving towards a right direction.

The question I have though is, petition by whom addressed to whom? Is a petition (of this kind) recognised in the constitution? Or do you mean a referendum?

I think a petition can be initiated by some concerned citizens, addressed to the federal government. I might be wrong though, but that's my thought.
