Why not when North & South-South have 25 states with 3 zones and more than 240 ethnic groups?
Igbo and Yoruba have one zone each with only 10 states. Nigeria is beyond tribal gimmicks!

I agree with @Andyvilly, the screening should have been conducted based on their state of origin or desired location like NCS did.
With this system some people may be unwilling to travel afar.
I am even wondering how their exam was carried out.

Still waiting for Immigration... Done exams since last year... My only hope.
