"Primetime" like u call it, for advertisement purposes, ends at 9.59 P.M. by NBC standards.

It is for this reason alcoholic drinks and tobacco products are advertised after 10.00 P.M (on terrestrial TV) by NBC codes so that less people get to see them (and to ensure kids to get to see them).

Adverts at this time are substantially discounted because those hours are less enticing to advertisers, this u can confirm from anyone who works in a broadcasting station or anybody who has advertised on T.V before.
