For Australia, you have to study two years and get two years post study in the big cities and three years in regional areas.
To get your PR, one has to study a course that’s in the short term or long term list for two years and then reach a certain point.

Rice was a good idea but a bad plan because we don't have the production level required yet, he should have waited till Nigerian rice could match quantity and quality of the ones imported and beat it with price, can even subsidize the price of rice to kill importation, when local production becomes self sufficient with enough capacity to provide for Nigerians, tax them to recover the subsidies back and rice importation will die a natural death

As for dollar price, government can't do anything about that cause if you keep prioritizing foreign goods over local goods, you are going to put pressure on the naira, if more people are selling a currency, it's value will keep dropping especially when nobody is buying the currency to purchase goods from Nigeria
