Your account doesn't sound bad. I've not tried paid promotion before but it might help.
You can as well do social media promotion by sharing your gig links on forums, Facebook and Twitter. And try to get reviews within that period. Do that for about a month and it most likely would work. You can also try using traffic spirit app on PC to get impression to your gig (this didn't work for me tho but there's no harm in trying).
My gigs are also pushed back but I do receive new inquiries. It's like fiverr does some kind of rotation, in my opinion.

I don't think IP has anything to do with gig ranking.

Secondly, are you sure your gigs actually ranked? (I'm talking about first few pages on 'recommended' and 'bestseller' not 'new arrivals')

Personally, I think it takes time to rank on fiverr. Your gig needs to get impressions (and orders) consistently over time. For new gigs, your best bet is to promote your gig and get reviews.

Fiverr now gives cash in advance for selected sellers. Has anyone tried this out? I think It is a kind of payday loan. I hate payday loans.

Firstly, paid promotion isn't available to all Fiverr accounts. It's still in the beta phase and only available to some selected sellers.

Secondly, I have been using it for over a month now. There's no much profit from it. I received orders worth $300 with a $30 ad spend. Now, when you remove Fiverr's 20% commission plus the $30 ad spend, I'm probably left with about $210 which may seem not to be bad but I think it benefits Fiverr more than it benefits the sellers.

Another problem I have with it is receiving messages from people that will come and be pricing your gig peanuts when your gig prices were clearly written on your page. When you tell them your price, they will stop responding or respond negatively.

The most annoying part of it is receiving messages from Indians and Pakistanis asking you to give them a job if you have any. Remember, you are paying for every click this time.

I haven't had much success with it but my ad is still running anyway.

When a message comes through the ad, it has the "promoted" word on it.

Reduce your bidding rate. I use paid promotion as well and the ROI has been great. I have also had some not so good experience with it especially when clients who used paid promotion to contact me decide to go to another seller because I was 5 minutes late to respond.

You don't need to create multiple accounts to get yourself reviews, that might get you banned. You can tell friends and relatives to create account and buy from you leaving positive reviews on your page. You can even send them your invite link that way you get a kickback whenever they place an order with you.

I am not into writing so I can't really give you a specific rate. But you can add $5 to each package so that your starting rate will be $10.

Also, compare your pricing with other sellers in your category.

I don't have a lot of messages bro. That thing is a system error and it has been like that for months.

I don't know what caused it but it isn't affecting my response rate and time so I'm not bothered.

I am using my real identity bro. Nigeria as my country with my real photo and name.

I only asked to know how easy it can be for you to start off considering you are in the writing niche.

I started with writing but ran away when the competition became crazy. So, you're basically in the most competitive niche, you've got to brace up.

I will still advise you to continue to try buyer's request page while you get yourself some reviews.

To succeed in the buyer request, I will recommend you refresh the page every 10 minutes. You need to be among the first 10 to send offer consecutively to stand a better chance.

Try and mix your offers. Sometimes, you can have a pre-written long message that you can paste and submit. In another, just read the request and respond personally to it with not more than two sentences.

Remember, the more time you spend writing your offer, the more other people are sending in theirs.
