He isn't really a teacher. Just teaching just to buy time until something better comes their way. There are lots of them in private schools. Most don't even care if their students understand what is being taught and that is if the teacher can actually teach well

Was it part of the terms and conditions when such teacher was employed? And was the terms and conditions well written and sent to such teacher to read and agree before employment.

On ethical ground the answer is no. If the teacher actually did work during those time she/he deserves to be paid. lesson cannot be the yard stick for a teacher been paid.

If you have a problem of how the teacher is delaying work or the style/method the teacher uses then use that as a query and punish such teacher appropriately.
If no such term/policy exist for such case then it is a chance to amend your terms and conditions and let the sleeping dog lie with just a warning

Lesson note / lesson plan is an integral part of teaching. It I a document that actually shows that you are doing your job. Without it , it means you are doing anything in the school.
If it is not documented it is not done.
So my dear brother/ sister go and get your lesson note /plan updated if you really need you salary.

It is not appropriate for the proprietor to withhold staff salary just because he's or her lesson plan is not updated.you only withhold staff salary because of constant late coming to work and absenteeism.

I shock when I met msc holder earning 35k monthly ( less than $80)as a teacher. The shock shocked me again when I learnt that he's married with kids.

My suggestion is that you get his number and curse him that he will lose something valuable before the year ends if he doesn't pay.

What will you do if you are in his shoes and the school authorities come from the Govt to inspect.

You can't do with updating your lesson note ahead in developed countries as its part of what you signed for.

It's not right.

I worked with one man that deducted 10% of staff salary in the of "Compulsory savings" and in his policy if you are leaving his school you pay him back one month salary.

Everyday you must prepare him atleast 4 lesson plan

The man Na deeper life pastor, very cunning and wicked.

Not having this two is tantamount to academic crime.
As a professional teacher none need to remind you about your lesson plan and lesson note.
