That's because some people let the hype around those guys deceive them. When a German player is good, you can see it for yourself without question that he is.

England is just doing what they should be doing; only the hype they get make you feel they are underperforming.

Eg: the mildfield trio of Rice, Phillips and Mount is average but most expect them to put in a world class performance
