You should have just asked your question without the unnecessary long talk, but then what's his guarantee that payment on delivery won't turn sour.
When you like a deal but seller is not in your location, and you don't have a contact in sellers location either, ask if he/she can use an escrow. Some will accept, some won't. In any case just move on.
