Restitution actually belongs to the Old Covenant - see Ezekiel 33 vs 10 - 20, and an example of this is found in the story of Zaccheus who returned some of the money had taken from the people. He was saved according to Ezekiel 33 but not given Heaven.

However,In the New Covenant, Jesus Christ does not ask for restitution from those who will become His followers. Instead, He asks that they sell or give everything away to the poor in order to become worthy of Him - Matthew 16 vs 24 and Matthew 19 where the story of the rich young man is told.

Only those who believe in Jesus Christ will be with God in eternity. Only those who don't believe in Him will be in the Lake of Fire. All sins have been accounted for in the Sacrifice of Jesus Christ. See John 3:16,18.

The one command is that you give up everything you have to those who dont have it, others follow. Only those who do as Jesus Christ commands will enter in to His Heaven.
