You are right government forced them to carry arms.
But you still did not get why I raised the analogy. If blacks took up arms fulltime in the US, civil rights movement would have been a terrorist movement and many black both innocent and the fighters would have died.
Mandela was head of the militant faction of ANC. That faction has innocent people's blood on their hands. If Nelson was not ready to be reasonable for co-existing with the Whites, there would have been worse conflict in South Africa. He forgave them, they forgave him and there was a peaceful prosperous South Africa that our brothers had to run to for greener pastures.
