We can and have in the past normalized exams - where grades can change to create a normal curve - but we have refused to do that now - most countries in fact do this - and exam failure rates are the same.

We have also moved away from rote learning assessment to analytical examination - as main the function of education is to develop critical thinking -not just be a conveyor belt for kids to go through.
