It is all a scam. That's how they channel funds meant for education and projects towards religion. They specialize in projecting a picture of humanitarian crisis to attract pity funds in form of aids and allocations. Give same katsina billions and they will buy jeeps for emirs, bikes for imams, before breaking Ramadan with the rest.
