Governors have power over the land on every state
I dont know why open-grazing is the only probem in this country but when other important about the economy is unresolve
Grazing route belongs to the Federal Government, The Lands Use Act states emphatically that land belonging to the Federal Government prior to the promulgation of the law is not affected by the provisions of The Lands Use Act 1978, Ignorance is not an excuse in law.

But the fear of prosecution after office will keep many governors from challenging the FG.
By the time the gazette is studied closely, they will discover that most state Governors over the years, have Ignorantly sold, or developed Federal Government land in their respective states.

You misunderstand the land use act.
Governors don't sell lands.
Many lands don't have CofO and that doesn't invalidate their ownership until it is challenged and a court says otherwise.
Also, having CofO does not protect a land owner, a governor can revoke it for any reason and the owner evicted.

Buhari and his advisers obviously are living in dreamland.
They will soon wake up.
