This is from your gov - maybe you will trust it more. Ghana VAT is 15 percent. They are levies charge on some goods for NHIL/GETFund just like in Kenya we have many levies too - like road levy, railway development levy, electricity dev lev, rural electrification levy, etc - that are earmarked or ringfenced for a specific purpose - unlike taxes which are dumped into one treasury basket. https://gra.gov.gh/domestic-tax/tax-types/vat-standard/ Value Added Tax (VAT) is a tax applied on the value added to goods and services at each stage in the production and distribution chain. Now, in English Language which u & ur tin god are using as a saving grace. some synonyms can't be used in place of another in some sentences because they aren't 100% the same, and if used, they'll change the context of the content, those types of synonyms are called PLESIONYMS ..... That's why ur dictionary said "used or accepted" as emboldened. Another example of plesionym is "long" and "extended", as u can see, they have near-same meaning but can never be interchanged in some cases, if u do, u'll definitely change the context of ur sentence..... Same with "standard" and "average", they only have near-meaning but are definitely not the same meaning, though may be used in some context.....
