Because the positional awards are for the Champions League alone, while the player of the year award is for everything (including Euros). That's why Vivianne Miedema is number 4 on the top ten list for women's player of the year and Asisat Oshoala is not on that list, but Oshoala is number 9 on the forward of the year list and Miedema is not on that list (Arsenal Ladies did not qualify for the Women's Champions League).
