The UK covid-19 rules prevents players based in UK from playing in certain countries that have been red flagged as covid-19 risks. Cape verde is one of those countries and that's why UK based players are not allowed to travel there.

Portugal wasn't listed as a red zone for covid 19 by the English FA. Almost all African countries were listed as a red zone for covid 19 by the English FA
