There is already a law criminalizing illegal possession of firearm.

This particular case for herders is spelt out because it is considered that terrorists and bandits have infiltrated their ranks and are going about killing, raping, kidnapping for ransom and destroying people's property under the disguise of herders while brandishing firearms. So in other words, they are indirectly saying anyone who claims to be a herder yet parading firearms is a terrorist and bandit and should be treated as such with 21years in jail punishment.

Good Move but it is one thing to pass laws (Nigeria does not lack laws) it is another to enforce. I will wait till I see an armed herdsman sentenced to 21 years in SW Nigeria and stand firm in the face of the inevitable reprisals from the North as a result.
