How are ministries supposed to be held to fiscally responsible spending when the auditing office can’t even spend appropriately |

Got you now. Your office is opaque yet you demand accountability from others. Show us retired vouchers for the trip you made to Bonny Island on a project being funded solely by NLNG. This how you guys bleed the treasury and yet turn around to accuse others of looting. seunmsg: |

what a JOKE!!! the Auditor General protested the use of the word ‘reckless’ and urged the lawmakers to provide law establishing a body to audit the agency. The parliament has the right to make a law on who audit this office. There is no law that has provided for this office to be audited and we object to it, he stated:I've always thought the office was corrupt. time to offload the auditor-general who is afraid of being examined. soon he go go court for INJUNCTION against the house of rep. we go dey laff! |

Useless reps, the entire budget of auditor general is not up to 5b, when we have agencies like Efcc still doing table payment, by law the auditor general should audit himself since his office is a Gvmnt office as declared by the constitution. seunmsg: |

GEEBITE: I swear, you are a clown. Who are you to demand for the payment voucher of my trip? BTW, the Bodo-Bonny project is being jointly financed by NLNG and Federal Ministry of Works. It is a Federal Government project and FG Auditors have the statutory right to carry out physical inspection to ascertain the level of work done and the extent of compliance with the contract agreement and also to carry out a value for money audit of the project. |

vertueptime:How can the Auditor-General audit himself when Audit is defined as a an independent examination of records. Where is the independence? |
| Re: Reps Panel Queries Auditor-General Over ‘Reckless Expenses’ by seunmsg(op): 2:50pm On Sep 09, 2021 |
frog12:The difference is in the scope. Audit is way deeper than oversight. The appropriate thing to do is for the NASS to amend the constitution or the Audit Ordinance act to provide for the appointment of an independent auditor to audit the financial records of the Office of the Auditor-General for the Federation and report to the National Assembly. No federal agency that is funded with public funds should be allowed to operate without being audited annually. |
| Re: Reps Panel Queries Auditor-General Over ‘Reckless Expenses’ by frog12: 2:57pm On Sep 09, 2021 |
see as you dey contradict yourself. you were on the right track. the difference is in scope. but oversight is still investigation but not thorough audit. it is from there, we can tell if the office dey spend recklessly or not. If the man continue to oppose, then PMB should ask him to step aside !! if he is there on a 5-year term, then NASS can impeach him out of office. NASS can call any government official on any query. does the man think he is bigger than the country? seunmsg: |

Lol. That is a big lie,FMW is not contributing a dime to the project. There was a long excuse of non budgetary provision on the counterpart funding and NLNG has taken it upon itself to forge ahead and back out the difference from the dividend payment . As a civil servant we can demand for the vouchers. Probably the cost of your air ticket might be as same as going to UK, you guys are that brazen with vouchers' retirement. We can overlook the hotel accommodation and sundry expenses that your team incurred which can actually put a roof on a decent house. seunmsg: |

The Office of the Auditor-General for the Federation is a separate and independent entity whose existence, powers, duties and responsibilities are provided for under section 85 of the Constitution of the Federal Republic of Nigeria 1999. POWER Section 85(2) of the Constitution of the Federation Republic of Nigeria 1999, provides that the Public Accounts of the Federation and of all Offices and Courts of the Federation shall be audited and reported on by the Auditor-General who shall submit his report to the National Assembly; and for that purpose, the Auditor-General or any person authorized by him in that regard shall have access to all the books, records, returns and other documents relating to those accounts. seunmsg: |

vertueptime:What exactly is your point? The law you quoted is applicable to all other MDAS and not the office of the Auditor-General. You mean the Auditor-General who is an Accounting officer with the power to approve payments just like a PS and DG should audit himself? How is that an independent examination? If you are allowed to spend money and still audit yourself, will you come up with any tangible observations against yourself? See, stop arguing about something you don’t understand. The appropriate thing is for a law to be enacted to provide for the appointment of an external auditor to audit the office. The external auditor should be appointed by the NASS since the Auditor-General reports to the NASS. |
| Re: Reps Panel Queries Auditor-General Over ‘Reckless Expenses’ by vertueptime: 6:13pm On Sep 09, 2021 |
My friend the law I quoted only applies to auditor general and no other, even when icpc started auditing transactions it was stopped by nass because it is not their mandate .by the power vested in the office it can check itself wether u like it or not. just like FHC has jurisdiction on federal highcourt matters, NPF,Efcc, icpc can investigate its self, so by you saying I dnt knw what I'm saying clearly means u don't understand the law, u can argue that it is immoral but not doable.no crime. lastly NASS cannot instruct external auditors to audit Oagf because it is not an extra ministerial department, and even if it did the reports still has to be vetted by auditor general. Until a new law is enacted seunmsg: |
