If a state's monthly internally generated revenue (IGR) exceeds
it's monthly expenses, then it can potentially survive without
monthly FAAC allocation.

For instance, if a state makes 2 billion naira in revenue (excluding federal allocations)
a month and has 1.88 billion naira in monthly expenses, then

2 billion naira minus 1.88 billion naira equals 0.12 billion naira (120 Million naira surplus per month).

We know the states' IGR, but what is their monthly expenses?

This is needed to adequately determine the states' viability index.

EVERY state in Nigeria can survive without federal allocation. The states are simply lazy. Consider all the mineral deposits in each state and the expanse of land that can be used for agriculture. Almost every state also has natural views which would helpm in toursim.

The states are just lazy. SIMPLE

Federal government looking for excuses to continue milking state of their resources..... Stop distribution of money from center and let each state manage their resources.

You think so?...if you don't know, Government plus manpower or human resources equals higher IGR. So for now, south east has human resources but no good government. ( Federal policies).

Surviving is not enough. Can they have any meaningful development?

Surviving is the 1st step and they can generate more if better attention is paid to IGR and the money not channel to personal use and bank accout.

Igbos control Lagos economy. Your guess is as good as mine.

2x2 shops is not economy. Economy is services. Check the highest employer of labour. Highest earning of tax. PAYE. Workers in corporate organisations. That's what igbos are fleecing and selling to. Engineers, doctors, bankers, artists. That's the real economy. Igbos aren't shit.

All states can live buoyant, not survive, only if political office holders allow governments to work. Everywhere is rich but governors are lazy, and only know how steal to death.

3 sw states. Lagos can spill over for osun, Ondo and ekiti. Easily the richest region in Nigeria.
But why cannot Ondo state survive on her own without federal government allocation?
She is an oil producing state.

The writer is mad.

All Niger Delta states are surviving without federal allocation. In fact, the so called federal allocation is actually Niger Delta money stolen by FG, who then allocates peanuts to the rightful owners of the money while giving largest percentage to the parasitic Hausa/Fulani ungrateful blood sucking vampires
