If every state exploits their natural comparative advantages due to their GPS , I think state like Kogi will start taxing any person traveling across the state whether air, road. That alone is enough revenue for Kogi State for example. By so doing Nigeria will eventually disintegrate into pieces and become lawless due to multiple laws from each state. Each state governor will become local warlord. That will bring no peace.

I think their defense of the Headquarters effect too is okay and should be looked upon so that other states should not be cheated.

Like the telecommunications and banking industry whose headquarters are situated in Lagos, the VAT per month can be shared based on the transaction carried out by each state within the month while other industries can find a suitable sharing formula.

As for telecom, I can't say much, however, for oil and gas, the Niger Delta will fight to move them back to Niger Delta. At least, if not Delta or Portharcourt, Akwa Ibom is very peaceful.

Your Kogi example is very wrong, you don’t get taxed by the Benin republic and the Togolese government while traveling through their country to Ghana from Nigeria, rather they tax goods and services that emanates from their various country that you are interested in.
The North can look inward and generate a lot of revenue from her huge population. But if they are looking at retaliatory taxation of the South if the VAT issue goes in favour of the South, they can impose a levy of say 50,000 per truck of farm produce that originates from their various states, while the South will equally do so on petroleum products, imported goods and machinery and farm produce that originated from theirs, that way it will be a win win situation for everyone.
Nobody hates the North, just that the North needs to wake up and partner with the South to modernize governance, Nigeria can’t continue like this.

It will be a win-win when we start looking at the bigger picture and not the human. There are so many methods and ways to generate VAT but our governors are too lazy to look inwards.

Should Rivers,Oyo and Lagos win the case, the opposing states can appoint FIRS as their collection agent

Their problem is not about who collects the money.
If FIRS wins the case, it's as if the federal goverment won the case.
The whole idea of joining suit with FIRS is so that the federal goverment should keep taking money from states that contribute more to develop states that contribute less.
