Most of these nations are just trying to catch up with the United States, to avoid bullying.
The US was the first country to create nuclear weapons even when no one knew about it. But for what reasons exactly? Obviously their objective was to use it to annihilate other countries who prove difficult for them to bully.
Russia replied by building the biggest bomb in the universe, one that the US dreamt of building.
I would say if the US hadn't put of there obsession with world dominance built the nuke, no country would've had nukes today.
