This depends on many things

1. How much money they are willing and able to inject into the club. By able to I mean will UEFA/FA put a cap on spending
2. What their vision is, will they have an organization and a top tier coach to lift them. Man City spent their first few years faffing around with Mark Hughes

If they get those 2 right I think they will make a push for top 4 in 3 seasons.

Those against the ESL will now see that by the end of the day, money rules we will just have
tier 1 clubs Those run by countries and Oligarchs e.g Chelsea PSG, City Newcastle etc.
Tier 2 Old traditional clubs like Madrid Barcelona Juve Bayern Liverpool Man Utd.
Tier 3 like Spurs Arsenal Leverkusen Napoli
