Unproven. Nairobi city has paved road network is good. Sewage coverage is approaching 75 percent. There are still many things Nairobi need nail - paving of roads is least of that.
1) Nairobi needs to build at least a million units - to fix housing deficit.
2) Nairobi needs to improve water supply from 650 meter cubics - to maybe double or triple that.
3) Nairobi needs to improve it sewage coverage from 75 percent to 100 percent.
4) Nairobi needs to deal with non-motorized transports.
5) Nairobi needs a modern light rail to replace old one - and more BRTS.

Electricity, pave roads - those are largely sorted. Greenery and such sorted.
