Arewa used its military dictators between 1967-1996 to proliferate too many states (19+Abuja) in the old northern region; but allowed only a miserly number of 17 states in the two southern regions.

Land mass or population is never used as criterion for creating ew political units like states and local government areas in a country formed by different regions. Using land mass or population as criterion amounts to consignment of excess political and economic advantages to the area with larger land mass or population.
