There's this tenant that's owing me for 5 months rentage. He is always fond giving a me token in form of installmental. If the apartment is locked, am I against the law?

Not at all but they usually pay every 6 months out of which he didn't finish the payment of the last 6 and here, we are in another 3rd month of the new 6 months.
