We will still blame the leaders. Mostly because its their responsibility to punish offenders, to discourage others. Nigerian judiciary, is mostly interested in collecting fines from offenders. Most times, offenders find the fines very easy to pay. Trust me, nobody not even white people like to obey the law, what forces people to obey, is the punishment that comes with the disobedient.
A police man will tell you with full confidence that he can shoot you and nothing will happen, simply because he saw others doing it and getting away with it.
