he created state and local government cheating the yoruba, western nigeria was getting 34% of the federal allocation to state and local government.... before IBB created state.. which make western nigeria get 11%. this is what is responsible for the poverty

ibb is responsible for poverty. 55% of the dederaal allocation are use to pay the military , police etc state and local government get 45%. out of the 45% , western nigeria only get 11% of the total federal allocation
