The 20$ in your WISE account is just to have a US bank account or any other accepted WISE bank account. You can receive money even without having the US bank account. Once you've registered and verified with your ID documents, you can get paid with just sending your email to the sender. US bank account is an added incentive. To answer your question, you can have someone pay in 20$ to your wise account maybe by sending you wise funds. PLEASE first verify your wise with your ID before you start receiving funds.
