Another issue is when the form was sent out to the players and the deadline for submission. I would imagine a period of about a month and a half to allow for full participation from the players. Some might voted early as September while some might have waited till the very end, say November before casting their votes. If a larger proportion of the voters voted late, i'm sure Salah would have made that list due to recency bias.
