How Fourscore altered 4-storey to 21-storey building — Structural Engineer tells panel

A Structural Engineer, Mr Muritala Olawale, has narrated how Fourscore Heights altered a four storey building plan to 21-storey building which collapsed on Nov. 1 at Gerrard Road, Ikoyi, Lagos.

The News Agency of Nigeria (NAN) reports that Olawale, Managing Director of Prowess Engineering, made the revelation while responding to questions from Mr Akin George, counsel for Lagos State Government.

According to Olawale’s statement on oath to the inquest, the late Mr Femi Osibona, Managing Director of Fourscore Heights Limited, had in November 2018 briefed his team that he wanted to build four-storey buildings of three blocks at Gerard Road, Ikoyi Lagos.

He noted that while working on the design, Osibona reversed the brief to three blocks of 14-floors (ground plus 13 suspended floors).

Questioning the witness, George said “in paragraph 20 of your Witness Statement on Oath, you said and I quote “Construction works on the three blocks commenced simultaneously with piling works.

“On conclusion of the piling works, Pile Integrity Test (PIT) carried out on the piles showed failure in 23 of the piles installed and we recommended that the failed piles be replaced.’

“Mr Olawale, which of the blocks were you complaining about’’.

Responding Olawale answered, “my complaint was on Block B, the collapsed building.”

The witness said that in the course of replacing the failed piles, Osibona requested that Block B be re-designed to 18 floors (ground plus 17 suspended floors) and his team received a reversed architectural drawing.

“When we redesigned the building to 18-floors I was told by Osibona that he took the design to the government for approval but I did not see the approval.

“The architects of the building site were Urban Prime Architects,” Olawale said.

George noted that in standard practice, a building approval would always be on a construction site as a reference point during construction. He queried if that was the case with the construction at Ikoyi

“We had the drawings because we had made the drawings but we did not have the approval but we had not seen the approval.

Olawale said that Osibona was solely in charge of the approval process for the three blocks and that his team based their judgment while working on the site on Osibona’s instructions.

Olawale said that Osibona, who was his client, also doubled as the contractor and builder of the project.
“We are there to supervise. Whatever he says to us to do we will do provided it is within the guidelines of the engineering practice,” he said.

The Coroner, Mr Oyetade Komolafe, adjourned proceedings until Thursday

NAN reports that of the three high-rise buildings which were situated at Gerard Road, Ikoyi, Lagos, Block B (21-storeys) collapsed on Nov. 1 killing 46 persons while 15 persons were rescued alive.

As I was reading this, the project #nonuplets (https://www.nairaland.com/6576114/construction-journal-nonuplets-nexthome#up) in Ibadan came to mind.

Within the 6 weeks spent on the project, we had to produce new structural drawings for the 6 units of building we were working on.

Whatever our client wants, we must do without questioning.

We withdrew our services to the project and its promoters when we realized there’s flagrant disregard and lack of respect for standard construction procedures.

If affordable, it's the way to go.

It's how we build with wood in the USA. The plywood sheeting is for bracing but the main load bearers are the posts and beams.

It’s not cheap but it’s worthwhile.

We did something similar in 2015 at our Seascape Villa project.

There is this 4 bedroom twin duplex I wanted to purchase sometimes ago which an took me to. Before buying I discussed the agency fee with him and he said 10%, I said for what? I was pleading with him to take 5% he said no.

Then I asked him to send an offer to the seller. He did then gave me a copy of the lawyer in charge, then I asked my lawyer to get in touch with the sellers lawyer. Guess what? The agency fee was actually 2% from the real owner. I just told the agent, Oga have got nothing to pay you again and even if I do náà just compensation. You need to get small craze for Lagos.

I pay agency fees based on the role they play in any given transaction.

The major duty of agents go beyond connecting people who are in need of properties to property owners. They are also to ensure a smooth transaction and subsequent transfer of ownership or occupancy.

If he’s doing more, I will definitely pay more. That’s why lawyers are more suited for high volume transactions.

Delay is dangerous. Inflation is pervading the country. If cement money no go up, rebar go go up or sand, or dollar, or even water, light and air. Something must go up sha.

Mind you, while you are waiting, your funds are just sitting there doing nothing and inflation is just eating your funds, losing value day by day.

So if cement money no go up, your funds go go down in value. It is a race against time. It is good advice to have momentum in your project. Don't console yourself - you don't have time. On the contrary, time has you in a bind.

One of Spyder880 advise is what I follow. To keep momentum and continue building if possible. Your money will be gradually loosing value.

Good day all

i need some advice, i roofed my house almost two years ago and due to paucity of funds, i couldn't do the ceiling, so i am gathering funds at the moment to do pop and wiring of the house,

now the questions are as follows:

1.
Just found out that there are some leakages in the roof, i am aware that flash-bands are used to plug these leaks, i want to ask if it can be done from the inside since i have not done the ceiling yet, cos i really don't like to have it outside , cos it kind of stands out, and almost all who see the roof will know you are fixing a leak, and it tends to affect the beauty of the roof.

2.
I want to do pop and wiring, can it go hand in hand, or one should come before the other, if so in what order should it be done. And after the pop is done, does it need painting again or not?

Don't know the standard price I got two quotes.

1. 5,500 per square meter I will not buy any materials

2. N50,000.00 workmanship but I will buy materials

Don't know what obtains on these streets though

Wiring before pop….but if you can do both at the same time to avoid cable theft
