The usual lame excuse. Entire Nigerian need to be fixed. Including the north. Kenya has a north similar to Nigeria...and we are busy fixing it. Otherwise they are also many parts of kenya that at middle class level.

Refinery - mere 60,000 barrels - has found 60 percent financing - but Uganda unable to raise 40 percent.
They sold shares to Kenya - I think we bought 5 percent.
But 60,000 barrels is very little oil...Kenya is probably going to be consuming 200,000 barrels by time it's ready in 2025

A new president have done well in investment promotions. In infrastructure,we have seen some slowness which they blame on Covid.
On a bad side,she have done really bad on fighting corruption. Many corrupt officials are bad in offices,the levels of corruption are going up again,and worse of all,she failed to put correct guys on key ministry of Energy.
If I was to rate her,I would have given her 50%.

Kenya 114,000 barrels per day.
TZ 72,000 barrels per day,
Uganda 30,000 barrels per day.
-- in short Uganda refinery is just enough for domestic market - by time it's ready their fuel consumption would probably have doubled.
-- It would have made sense if they ditch export - and focus on regional market - there is probably 250,000 to 300,000 barrels market in the region.

South Africa 640,000.
Nigeria 428,000
Ghana 88,000

Nairobi Eastland - where Nairobi Lower middle class stay. Of the 4.5M Nairobi - nearly 3 million of NBO resident live there - some of them are massive slumscrappers like pipeline.

Nigeria struggle to rent in Eastland - you will find 10 of them in a single unit.
