I beg to disagree. Superlative adjectives always come to play in the comparison of two or more subjects. Good, Better, Best. Simple. The situation you described is more of equalizing/likening two subjects i.e as good as ....as cheerful as...and so on

it is not as bad as we expected, means better than the status quo, this can also pass for comparison.
