That's offside.
A player can be onside if two players are behind his ball( i.e. a keeper and a defender)
So now it not necessary to be a keeper or a defender it could be anybody, so in this case Kepa is already outside then Kane needs two players behind his ball to be judged onside.

The rule is that the opposing player must be at least level with the last defender
Here , the last defender was not Rudiger . Rudiger is now the Goal keeper since Kepa was lost amongst the players
