The lawmaker representing lseyin/ltesiwaju/ Kajola/lwajowa Federal Constituency in Oyo State at the House of Representatives, Shina Peller, has proposed scrapping of the Nigerian Security and Civil Defence Corps (NSCDC).
Peller proposed that the Nigeria Police Force to take over the responsibilities of the NSCDC. The lawmaker made the proposal to the House via the National Security And Civil Defence Corps (Repeal and Transition) Bill 2022, which passed first reading on Tuesday.

The bill seeks to repeal the National Security and Civil Defence Corps (Amendment) Act 2007, establish a transition management committee to superintend over the NSCDC, develop regulations and implement procedures for the transfer of assets and personnel of the corps to the Nigeria Police Force, and other related matters.


In the bill, Peller noted that “fragmentation of security resources across multiple competing agencies is counterproductive.”

The lawmakers also noted that the mandate of the NSCDC “has now become a duplication of the Nigeria Police Force,” adding, “this has led to avoidable conflicts.”

Peller stated, “Every single function of the NSCDC can be done or is being done by the Nigeria Police Force,” while citing “waste of scarce resources,” stressing that the annual budget of the NSCDC is almost N100bn.

“The assets and personnel of the NSCDC will be absorbed by the Nigeria Police. So, no loss of jobs,” he noted.

The NSCDC, which was a voluntary organisation, was converted to a national security outfit by the Olusegun Obasanjo administration.

The bill came at a time when the National Assembly is considering or has passed bills to establish more security outfits such as the Peace Corps and Vigilante Group of Nigeria.

He has a point. Civil defense should be collapsed into the Nigerian police. BTW, the police needs more personnel to effectively secure the country. We should stop duplicating functions...EFCC and useless ICPC. NDDC and Ministry of Niger Delta!

More importantly, either the Senate or House of Reps should be scraped too. Someone should tell Shina Pellet to pass that bill too. After all, a senator sponsored a bill that the Senate in Senegal be scraped and it was.

I agree. Instead of having multiple security agencies, NPF should be strengthened.
FRSC should be scrapped too and MTD of NPC strengthened to do its work. Budgets for Frsc and civil defence corps should be used in funding npf.
We don't need frsc in our highway what we need is emergency medical response team in cases of accidents.

Nigeria is seriously under-policed and battling with very high youth unemployment. We should be looking at how to bring more personnel into the Police force and Civil defense and not thinking of scrapping one.

This is not a good bill considering the security challenges that we are facing. It should be thrown out immediately.

We had duplication almost in every institutions in Nigeria, NSCDC function is actually not visible in anywhere. I support scrapping and merge them with Nigeria police. Same goes to the House of Representatives, duplicating the functions of the upper chamber.

It should be scrapped and Senate be made a part time..

At the rate of insecurity in Nigeria, it's unthinkable to scrap NSCDC.
More than 30% of the police officers in Nigeria are working as private bodyguards to :
Politicians
Senior civil servants
Celebrities
Traditional rulers
Pastors & Imams
Any customer ready to pay gets armed police as private bodyguards

There are very few police officers on duty to do the classical job of police to protect life and property
of citizens.

Did you read the article ? The personal and asset would be absorbed into the Nigerian police force ...so the only thing that would reduce is adminstrative structure , operations stations , this would reduce cost and save more money to then employ more police too

Is the job NSCDC officers doing different from that of the Police? Everything the NSCDC do can be done by the Nigerian Police Force.

The NSCDC will be merge with the NPF.

The bill passed the first reading in the House of Representatives on Tuesday. The bill was read on the floor of the Green Chamber during Tuesday’s plenary.

Sponsor of the bill, Shina Peller, said the proposed legislation seeks to repeal the National Security and Civil Defence Corps (Amendment) Act 2007.

Reacting to this, Sani said such move was unnecessary and retrogressive and should be discarded.

The former lawmaker tweeted: “The Bill in the House of Reps proposing the scraping of NSCDC is unnecessary and retrogressive.

”The Civil Defence as a prime security agency have been playing a distinctive and complementary role in our security system.With due respect,that Bill should be rejected.”

I think this bill is long overdue going by what civil defence has become of a glorified vigilante organisation!
Apart from duplication of police job, civil defense has abandoned their statutory duties of protecting public infrastructures to being a security guards/details to not only public officials but to ready to pay criminals. By this, you will wonder what civil defence men are doing in offices such as FCDA, ministries Departments and agencies behaving in an unprofessional manner while the critical infrastructure such as power, telecommunications, pipelines, schools and other institutions are being vandalized and violated on daily basis. Remember just recently how Rivers state governor asked NSCDC authorities to dismantle the Rivers state anti- oil bunkering squad for being caught red handed in the business of illegal refineries in the state. However, they should be absorbed into the police.

CG FROWNS AT WITHDRAWAL OF OFFICIALS ASSIGNED TO MEMBER HOUSE OF REPRESENTATIVE, ORDERS REINSTATEMENT.

The leadership of the Nigeria Security and Civil Defence Corps has dismissed as unauthorized and without recourse to the Corps constituted authority, a letter signed and sent to a Member of the House of Representatives, Hon Shima Peller, informing him of the withdrawal of officials of the NSCDC assigned to him.

Not only did the officer in question lacked the power to do such, he was also found to have acted on his whims without clearance. The Commandant General, Dr. Ahmed Abubakar Audi, mni, has therefore directed a reinstatement of the withdrawn officers with a compliment of necessary courtesies to the Honourable Member.

He said their facilities and personnel should be merged with the NPF as they have same functions, to me he is right cause there's nothing special about the NSCDC, the should be merged with the NPF same thing with the FRSC, they should be merged with the traffic unit of the NPF.

What the national Assembly is pushing against the NSCDC can be done against the police and it will become Law when passed and president signs it into Law. Though,the mover of the bill is only joking. Every Bill signed is a Law ok.

Constitutional amendment will require d support of both d senate and house of representatives,the president,two third of d state houses of assembly and d governors......This also apply to scrapping of d police system....

NSCDC is not a corrupt organisation, merging them with the police is going to cause catastrophe in Nigeria. They are one organisation in Nigeria that still has some atom of discipline in them.

Quite true and this attribute deserves commendation from the public which never gave that room for the personnel of NSCDC to entangle or enmesh themselves in corruption.
