1. Show your ad in the right place, I did that

2. Set a budget to get the result you want 8
dollars per day. Please what does it
mean?

Advertize near an address means you've got to put in a specific location like an area,state, etc otherwise,you can use the zip code of the location instead of typing out the specific geological area...
Your budget is simply the amount you plan to spend on your ad.

My Budget showing 8 dollars per day, does it mean I will be paying Google 8 dollars every day to get my goods Advertize?

Daily... What you will spend in a month on the average is 243 dollars as shown in your screenshot. You can stop your ad from running anytime or better still, reduce your daily budget.
The final amt you will be charged depends on the number of clicks you finally got in a day... Unlike facebook ads, it is not so rigid with the budget
