it should be had not has. I saw it on Facebook yesterday I made a clarification on it, the sentence is in past tense and had is used for two or more people in a past tense condition.

First off, based on context, has is the most appropriate answer.
Secondly, it's the same person. The president is also the Chairman. This is a basic concept of concord.
If the sentence had been, "The President and THE Chairman.....," the appropriate answer would have been 'have'

the conjunction 'and' which is used to join two words or sentence together,in this instance,is being used as describing same person,the president also the chairman. It is now peculiar with Nigerian orator and some of our writer to twist the English language without a proper construction.

I would say...
The president which is also the chairman of the occasion,or the president, also the chairman of the occasion,has arrive because it is in it's present form.
However, in a case where where the writer is trying to project the president and the chairman as the same person...it is now obvious that it must attract a singular verb which is 'has' but cannot take the verb 'arrived' in it's past form.

You can now see where I said that the is wrong to start with.
We Nigerians always have a short cut in doing so many things which is not right.
