I think it depends on the policy. I am bot sure we have such policies in Nigeria but I know they do exist and they cover all these acts that are natural.

The fence owner will not be held liable for any damages or loss done on the car...

It wasn't their doing or act, it was an act done by nature and as such no one can be held responsible for such act.

The car owner should just thank God for his life and also for the rain that fell, the weather is too hot grin grin

Insurance, that’s if the owners insured the cars and this is why I don’t like parking beside a fence ,anytime I parked beside a fence I do that with prayer.

there's no lawyer that will pick up this case, in law of tort there's what we call an act of God, no one cause the rain to fall. and no one owes you duty of care, if you saw the fence was bad, why did you park close to it, you can't sue for it either, sorry for your loss.
