First of, Buhari’s earlier excuse was low oil price, now oil price has hit various ATH, his new excuse is subsidy payments has gone high.
What does ECA mean it means that excess profit made from oil that was sold above the budget benchmark will be saved in the ECA.
I think the benchmark was about $60? What happened to about $50 excess profits being made.
Just stupid excuses to keep on looting.

State govs took fed govt to court during gej administration seeking the nullification of ECA,court ruled in favour of state govs on the ground that it wasn't backed by any law. Subsequently, the funds remaining in the account was shared among the 3 tiers of govt accordingly.


Since then, there has never been anything like ECA, all revenues from both oil and non oil sectors were mobilised by RMAFC and shared every month..

Ever wondered the reason behind variation in monthly allocations?

This thread is not about money withdrawn to purchase arms. Buhari did not use the money to buy shoes, but this is not a thread for that. Stick to to what you have been discussing and stop digression while creating the impression that your question is being avoided.

Go create a thread to ask your question on that, you will get more than handful of responses with very clear explanation..

Meanwhile, what you have been talking about is how Buhari is using ECA to buy shoes and singlets for himself.
