Now they're also allowing teams who signed players from those leagues to be able to register them despite the fact that the room for signing players and registering them is presently closed..... The decision was made to aid players seeking to leave Russia or Ukraine and not just available to any country okay.

So yes,, Chelsea can participate if they sign any player from the Ukrainian or Russian league.
