Japan was not on her own, she placed sanctions on Russia. And Russia responded by halting all business deals with Japan and also dissolves all advance talks on the island Russia got as loot of war after the second world war which she (Russia) was planning to establish a joint territory where Russians and Japanese can live and without having to apply for Russian visa to go there.

So, with every action there comes a reaction. So, Japan got a reaction to her actions.
